PARKING REGULATIONS


Because The University of Scranton occupies an urban campus, parking is limited. This brochure describes the regulations that are necessary for the safety and convenience of the entire University community and to allow maximum use of our available parking space.

These regulations apply on the streets, roads, alleys, sidewalks, walkways, parking spaces, parking areas and parking lots on all parts of The University of Scranton campus. They are enforced by University Public Safety officers. Penalties for violations include ticketing and fines, towing, placing student records on administrative hold and revocation of parking privileges.

The University Parking and Traffic Office

The Department of Public Safety’s goal through its Parking and Traffic Office is to serve the University community with fairness, courtesy and efficiency.

Any parking related problems, complaints, suggestions or compliments should be referred to the Parking and Traffic Manager, Parking and Public Safety Pavilion, 818 Mulberry Street.

The office is open weekdays from 8:30 a.m. to 4:30 p.m. The Public Safety Department is open 24 hours daily.

Vehicle Registration

Any student or employee of the University who wishes to park or operate a motor vehicle on campus must register with the Parking and Traffic Office in the Parking and Public Safety Pavilion and obtain a parking permit. Vehicle registration and receipt of a permit indicates you will comply with these University parking regulations and any amendments published during the year.

Vehicle registration authorizes ticketing or towing by the University at the owner’s expense for violations. Registration can be accomplished on line, by mail or in person at the Parking and Traffic Office.

All parking permits are the property of the University of Scranton. Permits are to be returned immediately upon termination of employment or enrollment, retirement, or at the request of the University.

Registration is not complete until the permit has been properly and permanently affixed to the vehicle on the rear bumper (driver’s side of the vehicle) or the outside of the rear windshield (lower left corner). Only the current permit should be displayed on the vehicle, expired permits should be covered or removed.

Faculty-Staff Registration
  • Faculty and staff members must provide a valid state motor vehicle registration the first time they complete a permit application. A copy of the state motor vehicle registration will be required in subsequent years if the vehicle or license plate information has changed.
  • Permits are issued to full-time and part-time employees.
  • Student workers are not authorized to purchase faculty or staff permits and, therefore must purchase a student permit to operate or park a vehicle on campus.
Student Registration
  • Students must provide a valid state motor vehicle registration the first time they complete a permit application. A copy of the state motor vehicle registration will be required in subsequent years if the vehicle or license plate information has changed. The maximum life of a student permit is from the date of purchase to 31 August of the current school year. Depending on the type permit purchased, some may have a shorter expiration time. Fees are not refundable.
  • Freshman Resident Students are not permitted to bring a vehicle to the University of Scranton or to have access to a vehicle within the City of Scranton limits.
  • Resident Students other than freshmen living in University residences will be issued a resident student permit. Resident student permits are not valid for use in the Parking Pavilion or Wellness Center lot. This restriction is lifted from midnight to 8 am when a snow ban is placed in effect. Once the ban is placed in effect vehicles can be parked in non-reserved spaces in the pavilion without being ticketed. Vehicles parked in surface lots between midnight and 8 am when a snow ban is in effect are subject to ticketing.
  • Students living in private non-University housing in the Hill section of Scranton are not permitted to purchase a University parking permit.
  • Off-campus students living in the 400 block of Quincy Avenue are eligible to participate in a lottery to purchase a permit for the newly developed Quincy Avenue lot. Limited spaces in the Quincy Avenue lot are being set aside for this special lottery. Quincy Avenue permits will be valid for use only in that lot. Contact Parking/Traffic staff for further details. Permission to park in the Quincy Avenue lot does not allow the permit holder to park in any other University parking lot (exception granted when a snow ban is in effect).
  • Graduate School Student and Dexter Hanley Student permits are valid for use only after 4:00 pm. Evening permits are valid for occasional early use of parking lots only when utilizing the roof area of the parking pavilion. Graduate School and Dexter Hanley students who attend day classes or who conduct academic research activities on campus earlier than 4:00 pm. will be permitted to purchase a commuter student parking permit on presentation of a schedule or statement from the appropriate dean. Graduate fellows, graduate assistants and teaching assistants will be allowed to purchase a commuter student parking permit for all-day use.

Replacement Decals

Replacement permits can be obtained at the Parking and Traffic Office in the Parking and Public Safety Pavilion. Remnants demonstrating total destruction of the current permit must be turned in to entitle the registrant to a replacement permit for $5.00. If total destruction is not demonstrated, replacement will be at the full regular cost of the permit. Permits reported stolen can be replaced at the $5.00 fee if a theft report has been filed with the University Department of Public Safety.

**Faculty/Staff Second Vehicle Permit

Members of the University community who have multiple family members working or attending classes at the University are not eligible for a second vehicle permit. If two members of the same family or household work and/or attend class, the full price must be paid for a second vehicle permit.

Handicapped Parking

Faculty, staff and students with physical disabilities may apply at the Parking and Traffic Office, Parking and Public Safety Pavilion, for a handicapped parking sticker. Appropriate documentation may be required in accordance with guidelines of the Commonwealth of Pennsylvania. Parking spaces are reserved exclusively for those persons whose vehicles bear a University of Scranton handicapped permit or visitors whose vehicles bear a permit, placard or special license plate issued by state or federal authority. These spaces are marked with blue and white handicapped signs.

Visitor Parking

Visitor parking on campus is limited. Individual visitor passes are available at the Parking and Traffic Office, in the Parking and Public Safety Pavilion, 820 Mulberry Street, between 8:30 a.m. and 4:30 p.m. on weekdays. After normal business hours, visitor permits can be obtained from the Public Safety dispatcher, in the Parking and Public Safety Pavilion. Visitors to campus who have not made advance arrangements for parking should stop by the Parking and Traffic Office to obtain a permit.

Parking arrangements for guests and visitors to the campus are the responsibility of the inviting party or activity sponsor. To avoid embarrassment, such as ticketing or towing of a guest’s car, members of the University Community should make parking arrangements for their visitors as far in advance as practical.

Visitor parking spaces are available on level two of the Parking Pavilion, and a limited number are available in Lot A. Visitor permits for lot A can be obtained from the Rupert Mayer House staff on weekdays between 8:30 a.m. and 4:30 p.m. After hours visitors must stop by Public Safety to obtain a visitor permit. A visitor to campus who receives a parking citation can return it with his or her name and address and the name of the person visited on campus to the Parking and Traffic Office, Parking and Public Safety Pavilion, The University of Scranton, Scranton, PA 18510-0458.

Temporary Permits

Commuting students who occasionally need to drive a vehicle to campus can purchase a daily permit at the Parking and Traffic Office. The daily rate is $2.00 per day.

Center for Public Initiatives Parking

The Center for Public Initiatives (CPI) includes the Small Business Development Center, Center for Continuing Education, Royal Technology Group, The University of Scranton Press, The Institute of Molecular Biology & Medicine and the Nonprofit Resource Center. Special parking permits are issued to participants in CPI training courses, seminars or self enrichment programs only for the specific times and dates of the courses. CPI seminar or self-enrichment workshops limited parking permits cost $2 per day (not to exceed $5 per week). The fee is included in the course fee. A CPI parking permit for catalog courses for a single semester or intersession costs $5.00.

General Rules and Regulations

All vehicle operators on campus are subject to University of Scranton parking regulations. Each operator is responsible for knowing and abiding by these regulations.

  • A current parking permit is required to park on University property. Permits are valid only through the expiration date displayed on them.
  • Permits are for the sole use of the person to whom they are issued and are not transferable. Any attempt to transfer, loan or resell a permit will result in revocation of parking privileges.
  • Parking is permitted only in areas identified as legal parking spaces by white/yellow stall lines on both sides of the vehicle.
  • Vehicles must be parked front-end-first in the parking stall.
  • Handicapped spaces marked with blue and white handicapped signs and painted to designate the space for handicapped use are reserved exclusively for vehicles displaying a University of Scranton Handicapped Permit or visitors whose vehicles bear a permit, placard or special license plate issued by a state or federal authority.
  • The responsibility for finding a legal space rests with the motor vehicle operator. Inability to locate a convenient spot is not an excuse for violating University parking regulations.
  • When a particular angle of parking is indicated by signs or markings, no vehicle shall be parked except at that angle or occupy more than the space indicated within the lines for the one vehicle.
  • The campus speed limit is 10 miles per hour. Speed limit inside the Parking Pavilion is 5 miles per hours.
  • The permit owner is responsible for vehicle licenses, operator licenses, insurance or appropriate financial responsibility as required by law.
  • A vehicle will be considered in violation of University regulations if it is stopped or standing in a fire lane, no parking area or restricted zone.
  • Persons driving a replacement vehicle to campus without a parking permit must obtain a temporary permit from the Parking and Traffic Office.
  • Areas not specifically designated for parking shall be considered “No Parking” zones.
  • Parking is prohibited in all surface parking areas from midnight to 8 a.m. when snow accumulates, or when snow is predicted to accumulate in the evening or overnight. Vehicles parked on campus during this snow period should use the Parking Pavilion. Dial 941-5999 for parking ban updates.
  • Public Safety Officers are authorized to tow, at owner’s expense, motor vehicles in violation of University parking regulations.
  • Towed vehicles will be released by the towing company upon receipt of the claim check, which can be obtained from the Parking and Traffic Office upon payment of assessed fee and charges.
  • University parking rules, regulations and enforcement are in effect all year, including periods when classes are not in session.
  • Visitors and guests of the University are permitted to park in legal spaces without obtaining permits between the hours of 5 p.m. Friday and midnight Sunday.
  • Compact car spaces and lots are restricted to vehicles classified as compact by vehicle manufacturer.

Elm Park Parking

SPECIAL USE AND RESTRICITONS
Twelve parking spaces are available for use by University parking permit holders. This lot is located at the corner or Linden St. and Madison Ave. Hours of operation are 7 a.m. – 6 p.m. Monday – Friday. University parking spaces are numbered 1 – 7 and 13 – 17. Vehicles parked in other areas are subject to ticketing and towing.

Fines and Penalties

The schedule of fines for violations is:

Fines are payable in the Parking and Traffic Office within ten (10) business days and are subject to a $10 late payment penalty for each offense.

The fine schedule applies equally to faculty, staff and students. Students who fail to remit fines will have their registration and transcripts withheld. Staff and faculty who fail to remit fines will have the matter referred to their supervisor or department chairperson. Failure to remit fines may also result in the loss of parking privileges.

Repeat Violations

Violators accruing two (2) unanswered violations will have their vehicles towed, at owner’s expense.

Violators accruing three (3) violations may have their campus parking privilege revoked. The registration fee will not be refunded.

Appeal Procedure

Any vehicle owner or operator receiving a parking violation notice is eligible to appeal the sanction for that infraction. This process is open to students, employees and visitors.

To be considered, the appeal must be in writing. Appeal forms are available in the Parking/Traffic Office. Properly submitted appeals will be reviewed by the Director of Public Safety the second Tuesday of each month.

Appeals should address the circumstances resulting in the violation. The appeal decision will be reached based on the merits of the submitted written appeal. The appellant will be notified of the decision within 10 days after the appeal is acted on. Refunds of payment will be processed by check to the addressee listed on the appeal.

The decision of the Director of Public Safety is final.

Appeals must be submitted within 72 hours of the issuance of the parking violation notice. Payment must accompany the appeal. Traffic violations are not eligible for appeal.

Agreement to Parking Regulations

The University of Scranton provides parking for students, staff, faculty and visitors. The University is not responsible for any damage to or theft from vehicles, or theft of vehicles parked on University property. This is the sole responsibility of the vehicle owner or operator.

We recommend you take every reasonable precaution to prevent theft and vehicular damage. Such measures include closing all windows, locking all doors, parking in designated areas only, following all traffic signs, refraining from displaying valuables. Should a theft or vehicle damage occur while parked on University property, you should contact the Public Safety Department for investigative purposes only.

Frequently Asked Questions

WHO MAY USE UNIVERSITY PARKING LOTS?
Eligibility for parking in University parking lots is normally limited to students, faculty, administrators and staff. Freshmen are not permitted vehicles on campus.
WHAT CAN HAPPEN IF I HAVE A CAR ON CAMPUS WITHOUT A PERMIT?
Any vehicle parked on University property without being registered, and displaying a permit may be ticketed and/or towed at owner's expense.
WHAT SHOULD I DO IF I HAVE TO REPLACE MY PERMIT?
Lost permits can be replaced at the current price. Purchase of another vehicle requires scraping the old decal from the vehicle and bringing it to the Parking and Traffic office for a $5.00 replacement.
WHAT IF I CAN'T FIND A PARKING SPOT NEAR MY DORM OR OFFICE?
